A post on the game's official blog reports that the upcoming patch, Update 10, will make all previously downloaded content available offline and will also allow players to save their game locally instead of in the cloud. Just like the good old days. The only way to avoid this is to pay attention.

If a disaster strikes, simply watch what's exactly going on, and be sure to double-check modules during the post-disaster clean-up efforts. This is when a low wealth residential building disappears completely except for the base. Even though nothing is affected it can be very annoying to see.

This glitch can be solved by changing the wealth level to medium or high wealth, other than that there are no over ways to solve this glitch.
